Module 3: Portfolio Milestone : Section 1 – Subject Organization and Rationale

Section 1 – Subject Organization and Rationale

The purpose of the Portfolio Project is to synthesize current research about the project management office (PMO) for the purpose of developing a PMO recommendation. The Portfolio Project is structured to help you demonstrate understanding of the course material, as well as the implications of new knowledge gained from research beyond the course readings and lectures.

Your Portfolio Project will be developed in three independent but cohesive sections, which considered in whole constitutes your PMO recommendation. The three sections are:

  • Section 1: Subject Organization and Rationale
  • Section 2: PMO Mission, Charter, and Competency
  • Section 3: PMO Recommendations

Section 1 and Section 2 will be submitted as Portfolio Project milestones in Module 3 and Module 6, respectively.

Section 3 will constitute your final Portfolio Project due at the end of the course in Module 8.

Please choose from one of the two PMO recommendation options offered for your Portfolio Project assignment, which are described as:

Option #1: Recommendation for the Implementation of a New PMO

– or –

Option #2: Recommendation for the Advancement of an Existing PMO

For Section 1: Subject Organization and Rationale of the Portfolio Project, you are required to select a subject organization for developing a PMO recommendation. The subject organization must have an international/global aspect and may be your workplace, an organization that you are familiar with, or an organization that is based on your research.

For Option #1, the subject organization must exhibit the characteristics and attributes of a viable candidate for benefiting from a PMO.

For Option #2, the subject organization must exhibit a functioning PMO as qualified by the PMO competency continuum.

A key aspect of the Portfolio Project Section 1 is to secure instructor approval for the Portfolio Project subject organization selected, which is required before commencing with subsequent Portfolio Project sections.

Based on your research of the subject organization, substantively address the following key elements:

  • Subject organization information:
    • Organization name
    • Organization’s mission, vision, and values statement
    • Industry type and organization demographics
    • Description of organization’s culture
    • Executive sponsor and key stakeholders
  • PMO business case:
    • Assessment of existing project management:
      • Project management methods
      • Project management tools
      • Project management experience
      • Project management maturity
    • Perceived PMO benefits for the organization:
      • Overarching business rationale
      • Long term measurable goals (2-3)
      • First year specific goals and metrics
      • Quantified value proposition (short and long term)

Submit your Section 1 Portfolio Project Milestone assignment as a single Microsoft Word document to the Module 3 submissions area established for this purpose.

Your essay should address the following requirements:

  • Your well-written PMO recommendation essay thesis should be 4  pages in length, which does not include the title, reference, or appendix pages. You need to add headings associated and subheadings with each of the bullet points listed in the Section 1 requirements.
  • Format your paper per the CSU Global Guide to Writing & APA (Links to an external site.) standards, which includes an introduction and conclusion.
  • Include title and reference pages.
  • In addition to your course textbook, cite at least three current (published within the past 5 years) scholarly resources (peer-reviewed, official governmental reports, and other scholarly sources) to support your suppositions, assertions, and conclusions. To enhance your learning experience, scholarly resources are available from the CSU Global library.
  • Include an appendix for tables and figures as appropriate.

Please write clearly, concisely, and cohesively; use section level headers to organize the key elements of your thesis.

Planning Considerations for the HR Project

At this point, you’ve organized your HR project team and you are  familiar with the importance of leading and managing the project and  team. It is now time to plan your project, which happens to be a large  and critical part of project management. Project planning tends to be  collaborative and integrative in that many factors, such as scope,  resourcing, budgeting, and risk, need to be considered.

Instructions

Write a 5–6 page paper in which you:

  1. Define and discuss scope and scheduling as they each relate to  project management, and provide a statement of importance to your  project team so they know the relevance of each task.
  2. Review the behavioral skills associated with project  resourcing listed in the textbook in Section 9.1, and select any four of  the skills you consider more critical. Be sure to explain why.
  3. Explain to the management team and your project team how you  have determined the budget associated with project costs. How are costs  aggregated? How would you explain determining cash flow for separate  activities? Be specific with your responses.
  4. Discuss at least three ways the project manager is able to identify possible project risks.

MEDICAID ELIGIBILITY AND FINANCING

The United States is one of the remaining countries in the developed world that does not have a single-payer health care insurance system in place. With the future of the Patient Protection and Affordable Care Act being uncertain, we hear continuing discussion as to whether the United States could (and/or should) adopt a single-payer system. Could a single-payer system be possible, even though it is forecast to cost trillions of dollars? How would it affect health care costs, coverage networks, types of covered vs. noncovered services, patient waiting times (for appointments, testing, procedures, and surgeries), coinsurances, and (finally) our taxes? Would currently working employees be required to give up their existing coverage for what will be provided under the single-payer system?

Once you have read the assigned background readings, as well as completed some peer-reviewed research of your own, address the following:

  1. Describe an example of how a single-payer system (such as ‘Medicare For All’, as just one example) works in the United States.
  2. Looking at examples of other countries with a single-payer system, what are the specific benefits of having such a single-payer system? Include at least three specific benefits, citing credible sources for your facts.
  3. Looking at examples of other countries with a single-payer system, what are the specific drawbacks of having such a single-payer system? Include at least three specific drawbacks, citing credible sources for your facts.
  4. Are you in favor of a single-payer system in the United States? Justify your position for or against this with credible sources.

SLP Assignment Expectations

  1. Conduct additional research to gather sufficient information to support your analysis.
  2. Provide a response of 3-5 pages, not including title page and references.
  3. There are multiple required items to be addressed herein; please use subheadings to show where you are responding to each required item and to ensure that none are omitted.
  4. Support your paper with peer-reviewed articles, with at least 3 references. Use the following link for additional information on how to recognize peer-reviewed journals:

Performance Management

Please review the following scenario and place yourself in the position of the new Human Resource Manager for Acme Manufacturing. Once you understand the circumstances of the problems in this organization, please respond to the questions that the General Manager has posed.

Scenario: You just started work as the new Human Resources Manager for Acme Manufacturing, a Fortune 1,000 company. The job was vacant for 6 months prior to your hiring. You have wondered about this, especially since reading about employee harassment incidents and fights recently in the news.

The General Manager (GM) calls you into his office the minute you arrive. He shuts the door after saying a quick word of welcome and begins to tell you about an incident that happened last week that needs your immediate attention. The company’s manufacturing operation runs three shifts of production workers so that the plant is operating 24/7. Over the past 6 months, hostilities have arisen between employees on the third and first shifts. What started out as jeering and criticisms by the first shift, claiming they have to clean up the mess and complete all of the work left undone by the third shift, has escalated to physical confrontations and altercations. Although the GM says that aggressive bantering back and forth is common for shift workers in manufacturing, he admits that he is worried about further violent escalation. The GM says he needs your help.

  • Where do you think that this evaluation should begin? In your reply, explain your reasoning.
  • Explain the different levels of disciplinary actions that will be used for the Acme Manufacturing Company. Your reply should include the levels of discipline and 1 example of a disciplinary action for each level.
  • How would you determine the disciplinary action appropriate for the employees involved in this scenario? Your response should include your reasoning.
  • Why would you draft policies and procedures associated with disciplinary actions for the workplace? Provide a minimum of 2 reasons in your response.
  • How would you ensure that the entire workforce is trained on these new policies and procedures? Provide 1 example in your response.

Write a 5–7-page memo to the GM that provides your responses to his questions above. Be sure to cite any references used in proper APA format.
