As a county health department nurse, your supervisor has informed you that the local Emergency Management Team is issuing a warning of impending disaster as an F3 tornado is expected to hit your large, metropolitan city within the hour.

B.  Case Study # 2

A plane crashed while landing on the runway during a snowstorm. The plane was not able to stop in time and slipped off the end of the runway onto a busy interstate highway. Public health nurses were expected to respond to this disaster as well as many first responders. (Learning Objectives: 1, 2, 5)

a.  What are the responsibilities of public health nurses in disaster management?

b.  Public health nurses have been requested to use the START model to assess the cars involved in the plane crash on the highway. What is the START MODEL, and how are numbers assigned to the individuals?

c.  The houses in a two-mile radius around the airport have been requested to evacuate the area because airplane fuel is leaking into the river located directly next to the airport. What guidelines should be considered for individuals requested to evacuate?

d.  When the public health nurses were color coding for prehospital triage, what do red and black color codes mean?

Public Service Announcement (110 points)

Review Health Requirements and Recommendations for Travelers to Saudi Arabia for Hajj and Umrah.

Then, create a Public Service Announcement (PSA) that discusses vaccination policies and recommendations for religious pilgrims entering the Kingdom. The PSA should be in the form of a brochure that will be distributed globally to relevant populations.

Be sure to discuss the following:

• The goals of the vaccination policy;
• Requirements and how to comply with the policy;
• Information for frequently asked questions dealing with prevention, barriers, and other challenges that might arise; and
• Any penalties for failure to follow the policy.

Your brochure should meet the following structural requirements:

• Two-page Brochure that includes all elements detailed above.
• Conforms to Saudi Electronic University and APA writing standards; be sure to cite any statistics or other information, as appropriate.

Case Study, Chapter 10, Mandatory Minimum Staffing Ratios 

A nurse manager is attending a national convention and is attending a concurrent session on staffing ratios. Minimum staffing ratios are being discussed in the nurse manager’s own state. The nurse manager has a number of questions about staffing ratios that the session is covering. The nurse manager knows that evidence exists that increasing the number of RNs in the staffing mix leads to safer workplaces for nurses and higher quality of care for patients.

1. What are the three general approaches recommended by the American Nurses Association (2017) to maintain sufficient staffing?

2. Summarize the findings that are often cited as the seminal work in support of establishing minimum staffing ratio legislation at the federal or state level.

Medicare or Medicaid – which has greater impact in your state?

In the state of Florida, it seems that Medicaid has a greater impact. The fact that Medicaid benefits are funded by the state and federal program play a huge role as to how much the state is impacted. Medicaid as we all know covers adults with children with low income, disabled, pregnant women and elderly 65 years and older (Flexer, S. 2017, February 9). In 2019 it was reported that the total low-income population was 31% and Medicaid was covering for 19% of the low-income population (Medicaid in Florida [PDF]).  

   Medicaid benefits vary between states but it makes the greatest impact overall due to the fact that they cover from children to adults who are in need of health care. Benefits of the Medicaid program are that it decreases the uninsured populations giving them access to health care as long as they are eligible. Medicaid programs also assist in reducing poverty rates, reduces patient medical care debts and is efficient to those patients that are low income and need medical care in an economic crisis (Manatt, P. 2019, July 26).  

   Moreover, it is expected for Medicaid benefits to be expanded in the future in order to reduce society and low-income population debt as well as state budget savings. It is predicted that if Florida Medicaid expands then they will save about $900 million dollars in budget (Medicaid. (n.d.).
