This is an exercise in evaluating visual/statistical tools.  Statistical analysis and the development of charts and graphs are closely linked in history and practice.  In this exercise, you will develop an understanding of their application and utility.

We’ll start with Florence Nightingale, a pioneer in this field who developed one of the first mathematical models ever used as a graphic presentation.  At that time, this was not an academic exercise for her but an attempt to win influence over funding in an effort to stem the spread of disease for a standing army in the field.  The standard of her day for presenting findings was the written report.  Even ledgers, the early form of spreadsheets were not unknown and given that she was fighting over funding, she could have opted to present her case for budget authority this way as well.   By all accounts, her presentation was very effective and changed the way the military, hospitals and many other organizations developed metrics and other standards of measure when presenting complex data analysis.  Often referenced as Nightingale’s Rose, open up a web page at http://www.economist.com/node/10278643 to review the presentation (the chart is displayed thumbnail size on the right side of the article, right click on it and a drop-down menu appears and then click “view image”.)  You’ll also need to review Minard’s analysis of Napolean’s Russian campaign of 1812 and Playfair’s analysis of the cost of wheat versus wage rates to compare the effectiveness of their methodologies. 

Task 1:  Evaluate the three charts displayed on the web page.  The first is Nightingale’s original, the second is Minard’s chart and the third is Playfair’s chart.  Each contains complex information displayed differently.  Analyze the displays and compare and contrast them as effective displays for conveying the information they contain and on a scale of one to ten tell me how would you rate each and why.  Further, today we have many types of graphics available to us in many of the programs we use routinely, like Excel and Word.  If you had to develop a chart of your own to convey the same information contained in these charts, what type of chart would you develop for each and why (i.e. pie chart, histogram, radar chart, etc.)?

This week’s assignment is the analysis of a mini-case. The objective of this assignment is to strengthen your knowledge of this week’s material through the application of the topics to an actual scenario. As the ability to assess your knowledge and understanding of this material, please ensure that the deliverable that you submit is reflective of this knowledge, and demonstrates the appropriate level of depth of analysis and strength of positions. 

This assignment should only be completed AFTER you have thoroughly read and reviewed this week’s assigned readings AND you have thoroughly read and reviewed the assignment instructions and criteria in the assignment grading rubric. As you develop your response throughout the week, be sure to continually review the instructions and grading rubric to ensure that your response takes ALL the included criteria into consideration. 

Your assignment response should be submitted in a single document with the response for each case clearly and separately delineated within the same document. Your responses to each question within the case MUST be clearly numbered.

Read Case Study 6-2, “Classification of a Bargaining Subject,” on page 285 in your textbook, and answer the questions provided.

  1. What is a mandatory subject of bargaining?
  2. Can a union waive its right to bargain over a mandatory subject of bargaining?
  3. Would the established labor agreement apply to this case study?
  4. Was management’s refusal to bargain over the subject of surveillance camera usage in the workplace a violation of the duty to bargain in good faith under the Labor Management Relations Act (LMRA) as amended? If so, what should be the appropriate remedy?

Week 2 discussion

A growing, profitable internal medicine practice of 10 physicians, 2 physician assistants, a physical therapist, and a massage therapist is located in a city of 150,000 people. The clinical personnel are mostly from the majority group in the area and consider themselves open-minded, altruistic, and culturally aware. The administrative support staff is representative of the makeup of the patient population—mostly minority groups in the local community. The patient population is growing and becoming more diverse from those newly arrived in the city. The practice is currently facing several challenges.

DISCUSSION QUESTIONS

1. The practice manager wants to have the local hospital expert on cultural competency come talk to the staff. The administrative support staff does not feel that they need training. How should the practice manager proceed?

 2. The practice needs to hire a new administrative assistant to work with the front desk staff. The practice wishes to hire someone from the local minority community rather than an equally qualified individual from another state. How should the practice manager proceed? Justify the rationale for this recommendation.

 3. With the recent growth, the practice is considering relocating its office to another, larger office facility. Several options are being discussed. Should they relocate to a more affluent area of the city that is less diverse? Or should they stay in the same neighborhood, even if it is less profitable? What are the pros and cons of staying in this neighborhood versus moving to another area? If the rent is higher in the more diverse area, is that enough to justify not moving there? Or is diversity responsiveness a “cost of doing business?” How should the practice manager proceed?

4. The practice wants to maintain its good standing in the community. What initiatives could it undertake to remain connected to its local patient population?

5. The practice manager wants to complete a strategic plan as a guiding framework for the organization for the next five years. From whom should she get input to help shape this plan? Should cultural competency initiatives be included in this plan?
